ABSTRACT
The article reports that Network Rail Ltd. (NR) chief executive David Higgins has said that regional devolution and programme management to control costs will be crucial if the railroad company has to meet value for money objectives; and it's time to start a new management practice at NR. For the recruitment of NR's Route Managing Directors, Higgins said that there was a very strong need to find the right people with the right skills, and put them as near to the customer as possible.
