The article reports that in June 2010, the Council of Ministers in Turkey gave the Ministry of Transport responsibility over urban rail projects as a means of relieving municipal budget constraints, particularly in the cities of Istanbul and Ankara, and states that as of March 2011, in order to mitigate the effects on certain projects, the transfer will be made on a case-by-case basis.
