ABSTRACT
The article reports that as of March 2011, the Rossiyskie Zheleznye Dorogi (RZD), Russia's railway services, plans to undergo structural reform by breaking up its suburban passenger services into 27 commuter rail subsidiaries, and hopes that in doing so, it will be able to bring in private investments into train maintenance.
