ABSTRACT
The article reports on the declaration of an open revolt by Conservative state leaders on the U.S. Patient Protection and Affordable Care Act in February 2011 after a federal court ruling out of Pensacola, Florida that, if upheld on appeal, would invalidate the entire law. A spokesman for Florida Governor Rick Scott, Brian Hughes, said that there is no current plan to implement Obamacare and he hopes that it will continue to be declared unconstitutional or it will be repealed. The goals of the reform law are cited, including expansion of state Medicaid.
