ABSTRACT
The article offers information on the Pipe Line Contractors Association (PLCA) in Dallas, Texas. It says that PLCA was formed in 1948 and its primary responsibility is to negotiate collective bargaining agreements with four international unions with pipeline jurisdiction including the International Union of Operating Engineers. According to Brian Ganske, president of PLCA, PLCA negotiated new agreements in 2010 because its national agreements with all four unions expire at the end of the year.
