ABSTRACT
The article reports broadband policy issues discussed at the U.S. Federal Communications Commission and the Congress. Policy discussions included the title II of the 1996 Telecommunications Act, the migration of the Universal Service Fund to broadband, and the role of cable operator as an internet-service provider. Also highlighted is the deal to merge the media assets of Comcast with General Electric's NBC universal in a new controlled joint venture.
