Is there aerosol/cloud layer near global tropopause?

During recent years, observational evidence has become available to show that just below the tropopause, within a couple of kilometers inside the troposphere, there is abundance of water vapour as well as of aerosols. These constitute material, which is favourable for the formation of visible/subvisible cloud layers or haze layers in the presence of very low temperatures which prevail in this region. Evidence obtained from Indian MST Radar data and from published literature is produced to support the hypothesis that throughout the world, the troposphere is capped by haze/cloud layer.
