ABSTRACT
The article discusses the emissions trading system (ETS) of European Union (EU). It notes that EU ETS system is one of the major pillars of the European climate change policy. It evaluates the procedural aspects of the Commission's approach in the evaluation of National Emission Schemes. It also tackles auctioning for the electricity sector and considers it as the main allocation methodology under the 2009 climate energy legislative package.
