ABSTRACT
The article discusses the barriers of ex-offenders to apply public housing and government's aid to address the issue in Massachusetts. It recommends the adoption of the Certification of Rehabilitation (CR) to assist Public Housing Authorities (PHAs) in making proper decisions for applicants with criminal records. In this regard, it outlines the federal and state laws that govern PHAs to address the difficulty of people with criminal records to obtain public housing.
