ABSTRACT
The article reports on the postponement in implementation of the Spill Control and Countermeasure (SPCC) rule which is expected to take effect on November 10, 2011 for the completion of SPCC requirements for offshore oil industries. It discusses the threats to environment caused by oil drilling industry's oil spills and other pollution issues which opted the implementation of SPCC requirements for owners or operators of offshore facilities. It cites the purpose of the SPCC rule.
