This article discusses the adoption of a variety of approaches by public utilities in Great Britain to increase the use of their direct labor organizations (DLOs). It identifies the functions of DLOs in utilities, including the delivery of programmes such as reactive fault repairs and new connections. It expects alliance structures that include multiple work flow and value chains to result in success of utilities.
