ABSTRACT
The article presents the study conducted by the U.S. Government Accountability Office (GAO) which examines the challenges faced by the Department of Defense (DOD), Department of State, and the U.S. Agency for International Development (USAID) in managing contracts and assistance programs. It also evaluates the Synchronized Predeployment and Operational Tracker (SPOT) system. Findings reveal that the SPOT system was incapable of tracking the information on these government-assisted instruments.
