ABSTRACT
The article presents a report by the U.S. Government Accountability Office (GAO), in which the agency evaluated the methods the Office of the Federal Detention Trustee (OFDT) used to project the federal detainee population and the per diem rates it paid for detention services. It examined OFDT's documentation of its detainees and cost estimation model. The GAO also interviewed OFDT and Department of Justice (DOJ) officials to assess how OFDT developed its detainee population and cost estimates.
