ABSTRACT
The article discusses problems faced by the Royal Canadian Navy, and the importance of the Navy to the security of Canada. The author relates the development of the Navy to the concept of freedom of the sea. Canada benefited from the United Nations Convention on the Law of the Seas. The author calls for international military cooperation by maritime powers and coastal states in order to ensure safe oceans. Emphasis is given to the presence of Canadian sea power, the effect of globalization on navies, and maritime diplomacy.
