ABSTRACT
The article reports on the presidential message of U.S. President Jack Kennedy outlining his grand new plan for foreign aid. It states that President Kennedy has set up a long range program that would move more than half of the people of the less developed nations into self-sustained economic growth. It also notes that the foreign aid program, after having passed out a walloping 85.8 U.S. million dollars in 15 years, is now one big mess, bureaucratically fragmented, awkward and slow.
