Shanks opened an office for Prudential in Los Angeles, California in 1948 and gave local staff almost complete control over the business of 11 western states. A Canadian headquarters debuted in Toronto, Ontario in 1950 and independent home offices will open in Prudential buildings in Houston, Texas, and in Chicago, Illinois.
