ABSTRACT
The article evaluates the court case Skelos v. Paterson in which the Court of Appeals upheld New York Governor David Paterson's appointment of Richard Ravitch as lieutenant governor. It explains why Paterson and the court were right to conclude that the governor has the statutory and constitutional authority for his action. A brief chronology of the events leading to Paterson's appointment of Ravitch is presented. It also analyzes the legal issues raised by Pateron's action.
