The article focuses on the findings of the analysis of the U.S. Government Accountability Office (GAO) on the generation of estimated cumulative budget surplus of 52.1 billion dollars in Iraq through the end of 2009. It discusses the amount and availability of the budget surplus, deficit and the financial deposit balance in Iraq. It examines the level to which Iraq has spent its financial resources on security costs.
