ABSTRACT
The article presents a study which determines the uses and accountability of American Recovery and Reinvestment Act of 2009, conducted by U.S. Government Accountability Office. The study emphasizes that the Recovery Act funds offers opportunities to the states and localities in improving management and strengthen accountability. The study finds that the federal government paid $154.8 billion from the about $282 billion of total funds for Recovery programs administered in states and localities.
