ABSTRACT
The article discusses the trends in California's taxation. Governor Arnold Schwarzenegger has formed the California Commission on the 21st Century Economy with the task of revamping the state's tax structure. The Commission has proposed the Business Net Receipt Tax (BNRT), which is aimed at replacing the corporate income tax with an entirely different tax system. Under this proposal, that tax would apply to all types of business to broaden the tax base.
