The article presents the insights of journalist Garry Wills regarding the influence of elections in the creation of social change. According to Wills, elections do not create social change instead elections only approve it. Wills argues that change happens between elections, when people express their positions on social issues and politicians respond to it through legislative action. Wills adds that those people who do unusual things generate change.
