ABSTRACT
The article presents information on a memorandum sent by American scholar, statesmen and senator from New York, Daniel Patrick Moynihan to U.S. president Richard Nixon, which discussed the prevailing racial attitude in the country. He had justified the negative attitude of White's towards the poor African Americans. It caused a lot of upheaval among both the liberal and conservative parties. It also mentions that the memorandum had a wide appeal among the public.
