ABSTRACT
The author discusses the transformational leadership initiated by Alan Blackie, chief executive of the East Lothian Council in Great Britain, to drive cultural change at the organization. Proposals for change were developed, including the decision to challenge preconceived leadership idea and to encourage all to view their organizational roles in novel ways. The use of outdoor and drama-based learning to transform leadership behaviors is examined. Costs were kept low by utilizing internal expertise and resources.
