The article reports on the growth of Illinois' bond issuance for the first half of 2010. It stresses that the growth resulted from the state's use of debt for budgetary relief and borrowing spree to finance its 31 billion dollars billion capital program. It notes that the state has the largest sales in January 2010 with 3.5 billion dollars of five-year taxable general obligation bonds.
