The article focuses on the 149 billion dollar shortfall of several states in the U.S. in 2010. It notes that these states live with municipalities in need for state aid, uncertain federal aid, and tax revenues. It is observed that the financial cushions of the states are eroding. It points out that they also encounter over 12 billion dollars in gaps for the existing fiscal year.
