The article reports that the programs, known as property assessed clean energy (PACE), which were set to receive about 150 million dollars of seed money from the stimulus law, was put on hold after a federal regulator directed Fannie Mae and Freddie Mac to tighten their underwriting standards prior to the purchase of mortgages.
