ABSTRACT
The article reports on the suggestion of budget experts that Illinois needs to discuss the budget crisis of the state ranging from the expansion of its tax base and the creation of its fiscal watchdog commission. This is amidst the expected 52 billion 2011 spending plan to be signed by Governor Pat Quinn. It notes that the officials postponed a 900 million dollar taxable general obligation Build America Bond sale until the action of Quinn.
