ABSTRACT
The article discusses a measure likely to be approved by the U.S. House of Representatives that would provide $30 billion in funding from which community banks could make loans to small businesses. Republican legislators, citing the U.S. Troubled Asset Relief Program (TARP), contend the bill provides no assurances that more lending will actually occur. Democrats counter that many community banks did not participate in TARP.
