ABSTRACT
This article focuses on the reports published by the European Commission regarding the worsening water scarcity problem in Europe. The cornerstone of the European Union's (EU) Water Frame Directive is river basin management plans. According to the report, several member states such as Portugal, Cyprus and Spain failed to adopt the plans in spite of water scarcity and drought. It cites pollution, over-exploitation and climate change as some of the challenges facing water resources. It highlights efforts by governments to save or conserve water.
