According to Samuel Shanes of Talk-A-Phone, a mass notification system should contact individuals regardless of their location and reach out predefined areas when an emergency occurs. It states that the University of Texas System (UTSA) is using a voice over Internet protocol (IP) technology which provides communication solution through the use of Ethernet network. It also discusses the advantages of the system such as distributed intelligence.
