The article discusses the approval of the Carper amendment by the U.S. Senate to the regulatory reform bill, which would give federal regulators more power to preempt state laws but also allow state attorneys general some enforcement over national banks. According to the article, the amendment was named for its author U.S. Senator Tom Carper. How the amendment differs from the U.S. Senate Banking Committee Chairman Chris Dodd's bill is discussed.
