The article reports that community bankers and credit unions lobbied over an amendment by Illinois Democratic Senator Richard Durbin that would reform how merchants pay for debit card processing. The measure would give the U.S. Federal Reserve Board authority to control the debit card fee system. Durbin's views on the amendment are also presented.
