ABSTRACT
This article reports that it is very likely that the Volcker Rule banning proprietary trading by banks will be enacted as part of the regulation reform bill. Most large banks are opposed to the ban. The most likely version to be enacted has been proposed by U.S. Senators Carl Levin and Jeff Merkley. This rule would end conflicts of interest that were discussed in recent hearings for Goldman Sachs.
