ABSTRACT
The article examines the extent to which the U.S. Department of Defense (DOD) addresses capability gaps for its civil support mission during disasters, by the Government Accountability Office (GAO). It was found that the policies of the DOD for the civil support mission are outdated, limiting its ability to fully address capability gaps. It also does not clearly defined the roles and responsibilities of its personnel. The GAO recommends that the DOD should modernize its civil support guidance.
