The article presents an evaluation conducted by the U.S. Government Accountability Office (GAO) on the budget formulation process of the Army Corps of Engineers (Corps) in the U.S. It explores the criteria of Corps' prioritization projects, seeing improvements on the budget formulation process and return on investment.
