ABSTRACT
The article examines how the U.S. Department of Homeland Security (DHS) manages the Secure Border Initiative Network (SBInet) program. It was found by the Government Accountability Office (GAO) that DHS has not effectively managed the program by poorly defined test plans and extensive changes to test procedures. These problems increase the risk that the system will not perform as expected. The DHS plan for tests of system components does not address testing risks and mitigation strategies.
