ABSTRACT
The article examines how the U.S. Department of Homeland Security (DHS) manages the Secure Border Initiative Network (SBInet) program. It was found by the Government Accountability Office (GAO) that the DHS has not effectively managed key aspects of SBInet testing. The limited prioritization of SBInet defects is attributed to a lack of defect management guidance. The GAO recommends that DHS should assess and disclose the risks associated with its planned SBInet development.
