ABSTRACT
The article presents the report "Recovery Act: Factors Affecting the Department of Energy's Program Implementation" of the U.S. Government Accountability Office. It emphasizes the spending of the Department of Energy (DOE) in its Recovery Act funds and the factors affecting DOE's ability to select and start Recovery Act projects. It notes that DOE has obligated 25.7 billion U.S. dollars and spends 2.5 billion U.S. dollars from the funds it received under the Recovery Act for projects.
