ABSTRACT
The article discusses the U.S. Supreme Court case Northwest Austin Municipal Utility District Number One v. Holder (NAMUDNO) about the constitutionality of the 2006 reauthorization of the Voting Right Act of 1965 (VRA). The ruling reportedly did not affect Section 5, which sets a preclearance requirement that aims to combat racial discrimination in voting. It recalls the history of the VRA and the procedural history of the case. The canon of constitutional avoidance was said to be invoked by the court.
