ABSTRACT
Measurement and evaluation is an essential part of teaching. Correct evaluation could only be done with correct measurement, and correct measurement could be done with measurement scales which constructed the quality of questions according to scientific standards. At this point, the questions asked in the exams in school carries a vital importance. In this study, 970 questions asked 66 different biology exams at 2005-2006 year at high schools in Erzurum city centre were analyzed according to Bloom's taxonomy. The results show that 57.2% of the questions were at "knowledge", 26.7% at "comprehension", 12% at "application", 4% at "analysis" and 0.1% "synthesis" levels. There was no question at "evaluation" level. This could be considered as an important point that endangers the validity of measurements and evaluation. Moreover, if teachers mostly ask students questions at knowledge level questions in implementing the teaching activities and tests, the quality of learning outputs dramatically decline.
