The article reports that U.S. banks have changed their attitudes toward the payment card security EMV Integrated Circuit Card Specifications. According to the article, card issuers have opposed it because of the replacement costs for the cards and readers. The influence of customers' complaints that they weren't able to use their U.S.-issued cards abroad is discussed.
