ABSTRACT
The article presents the report of professor Charles Burton to the Canadian International Council (CIC) with emphasis on the state of Sino-Canadian relations. Burton's report discusses the declining market share of Canada in the imports of China. It features the deficiencies of Chinese linguistic and cultural expertise within the diplomatic service. It points out that his report expands the role of Communist Party institutions in the creation of policies for Canada.
