ABSTRACT
The article presents a study by the U.S. Government Accountability Office (GAO) which aims to evaluate the cost-estimating policies and guidance of the U.S. Department of Energy (DOE). The research further intends to investigate how DOE's practices are reflected by the cost estimates of the project, and the initiatives by the agency to improve cost estimation. The article also presents the steps recommended by GAO on how DOE can improve its cost estimation.
