ABSTRACT
The article reports on the statement of Jay Hardwick, National Cotton Council Chairman concerning the issues that are in the forefront for the 2010 agenda in the U.S. He notes that the council is urging Senate and House leaders to support the proposed bipartisan legislation that utilizes the direct payment delivery mechanism providing assistance to growers in countries declared as disaster areas. Moreover, legislation in the Senate to amend the Clean Water Act to greatly expand its jurisdiction.
