ABSTRACT
This study has in view achieving a short presentation of devolution problems in Romania, especially from the standpoint of the last legislative modifications in this area. The devolution principle has always encountered a defective implementation because it was taken for the decentralization principle and the effects produced by it, constantly. However, right now the matter has been sketched by creating some management devolution forms at the level of management bodies belonging to the devolved public services. The normative act concerned leads to different polemics, and certain problems connected to its applicability tend to be anticipated also in this study.
