ABSTRACT
The article reports that unions and business groups including the Association of Recruitment Consultancies (ARC) have proposed that suggested changes to the Agency Workers Directive (AWD) should not cover agency workers, who earn one-and-a-half times the minimum wage, for the first year of their assignment. The Recruitment and Employment Confederation (REC) in June 2009 warned that thousands of jobs would be at risk in Europe when the AWD comes into force, expected to be by December 2011.
