ABSTRACT
The article reports on the study conducted by the U.S. Government Accountability Office to the U.S. Postal Services' (USPS) Intelligent Mail program. It states that the main cause in the program's weaknesses are due to the organizational policies of the USPS that did not set forth sufficient requirements for the establishment of effective practices. The GAO recommended that the Postmaster General should make initiatives in improving the management of the program, such as the development of comprehensive cost estimates and good acquisition and development policies.
