SEC reg recipe for poor returns?

The article reports that the overseers of the New York State Common Retirement Fund have declared in April 2009 that they would no longer make investments with placement agents. As stated, placement agents are outside sales and marketing teams used by money managers to push their hedge funds and private equity partnerships. In addition to this, the Securities and Exchange Commission quickly has imposed a universal ban on placement agents in all government pension transactions.
