ABSTRACT
The article highlights the study conducted by the U.S. Government Accountability Office (GAO) on the effectiveness of the advanced radiation detection portal monitors, the key elements for defense against threats. It notes that the monitors cost significantly more than the generation portal monitors. In result, the Congress required the Department of Homeland Security (DHS) to certify an increase in operational effectiveness before obligating funds for the procurement.
