ABSTRACT
This paper looks at institutionalized practices and any perceived differences in the delivery of services to racial and religious groups. The paper proposes that social policy is about issues of racialized inequality in the context of religious association. I look, initially, at racial prejudice as experienced by faith adherents in the Windrush epoch, seeking to relate this to an appreciation of the theories of penal substitution and, in doing so, making sense of identity politics as a rejection of the immigrant-host relationships model. I seek to theologize and articulate the gospel within the context of a political theology as the Black God-talk of the marginalized, using Womanist theology as a model. The focus of this paper is the theological implications of ethnic inequities and the power relationship between ethnic minority groups and the dominant culture in British society.
